Guam has much to look forward to in the coming years, as the Department of Defense prepares for the huge military build up, and giving an update on the goings on in Washington D.C., Guam Delegate Madeleine Bordallo spoke to members of the Guam Chamber of Commerce.
There is $3.4 million in the Obama Budget for 2010, and in that $787 million is earmarked for Guam's buildup. Bordallo says it is likely Guam will get that entire amount.

The tiny Pacific island of Guam is preparing for the largest single U.S. military buildup since World War II, bracing for 20 years worth of development at a break-neck pace of less than 5 years. Between now and 2014, $15 billion will be poured into the economy and a tiny island population of 170,000 residents will balloon by as much as 25% virtually overnight. The impact on Guam's society, economy, environment, culture, public services, utilities and infrastructure in the context of a complicated relationship between the islands indigenous people and the U.S. federal government is daunting and inevitable. In this documentary, islanders grapple with how to harness the opportunities of the buildup to shape a positive destiny not just for the military, but especially for Guam and its people.

He was only 14 or 15 years old when he first visited Saipan. His father, a veteran of the Battle of Saipan in 1944, wanted to show him the place where he spent time on during World War II.
That spot is on Mount Tapochao, the island's highest peak at 1,545 feet, offering an amazing 360-degree view of Saipan, as well as Tinian.
“I never had the chance to come back [to Saipan] until I was assigned to Guam [in 2007],” Rear Admiral William “Bill” D. French, the outgoing commander of the U.S. Naval Forces Marianas, told Saipan Tribune yesterday.

Now 51, French said Saipan will always have a special place in his heart, not only because of his father's memory but the warmth of the people he has met since coming back here for the first time in November 2007 for a Veterans' Day ceremony.
French will be leaving the Marianas in July, to serve as the new commander of the Navy Region Southwest in San Diego, California. He will be replaced by Rear Admiral Douglass Biesel.
“When I came back early on, I had a chance to show the governor some of the pictures that my father took back in 1944,” said French, a towering height among those who took part in yesterday's Memorial Day ceremony at the CNMI Veterans Cemetery in Marpi yesterday.
One of those precious photos was taken from a high spot to cover the Saipan airport and Tinian.
“The governor looked at it and says, 'Oh I know exactly where that picture was taken from. It's taken from Mount Tapochao.' So we went up there and I was able to go find the same spot that my father stood to take a very similar picture over 60 years later,” he said.
His father, the late Russell French, was with the U.S. Army Air Corps. The older French passed away in 1995.
Since coming back to the region in 2007 as an adult, French said he has brought his children here.
“What a unique place, great people, good culture. They make you feel part of their home, part of their community. Unfortunately, we are going to leave in July. We are going to miss the time we had in Micronesia, and the time here in the CNMI,” he said.
French was also here during last year's Fourth of July parade.
Yesterday, French was the keynote speaker at the Memorial Day ceremony in Marpi.
“In the Pacific theater, and especially here on Saipan, we are fortunate to live in a place where appreciation for military heritage and respect for our veterans is deeply ingrained throughout the community,” he said.
In an interview later on, French reiterated how special Saipan or the Marianas is not only for its military history but its present community.
He said Tinian still plays a key part in the U.S. military's training in this part of the region.
As he leaves his post in the Marianas, French said his tenure's achievement includes the relationship developed by the U.S. Navy with the leaders of the CNMI and Guam.
“Saipan and Guam are working toward some common objectives, whereby we can determine how to best leverage the buildup in support of Marine relocation from Okinawa to Guam in a way in which everyone can benefit.Job opportunities, revenue, both direct and indirect, a lot of good things that I think we set the groundwork for and now it's a matter of executing those,” he said.
A 2006 agreement between the United States and Japan calls for the relocation of 8,000 U.S. Marines from bases in Japan to Guam by 2014. Construction related to the buildup has begun.
When asked whether he's disappointed that he's leaving the Marianas right when the military buildup is underway, French said: “That's a great question. Many people have asked me that. You know, we all get a chance to make a contribution and I feel I was part of the team who made a contribution that kind of got things rolling. I think things are in a place now where another team can do the same but a couple new players to move things forward.”
French was commissioned through the Naval Reserve Officer Training Corps Program in May 1979.
In his 30 years in service, French received the Defense Superior Service Medal award, three awards of the Legion Merit, three Meritorious Service Medals, four Navy and Marine Corps Commendation Medals, and two Navy and Marine Corps Achievement Medals.
Currently, he is also the commander of the U.S. Naval Forces Marianas and the U.S. Defense Representative to Guam, the CNMI, Palau and the Federated States of Micronesia.
French said it's the people that he will miss most about Saipan.
Besides Mount Tapochao where he could look over Saipan, he also enjoys visiting the northern part of the island-from Banzai Cliff to Suicide Cliff.
“This island has done a good job in preserving it so it's really set aside for visitors and people to appreciate history,” he said.
Guam- The Customs and Quarantine K-9 Unit is trained to detect and prevent drugs from coming into Guam's ports of entry. And soon, through the combined efforts of the federal and local Department of Agriculture, as well as the University of Guam and Customs, selected canines will be trained to help eradicate the rhinoceros beetle population.
Pangelinan adds 4 handlers will be hired to help train the dogs, but will not be employed under customs. So far, $15,000 in federal dollars have been spent for the program, which will be funded through 2012.

Guam- It was a solemn day at the Veteran's Cemetery as hundreds came together for a very special Memorial Day ceremony.
Other Memorial Day events were also scheduled throughout the day, including a Military Order of the Purple Heart Tribute at Skinner's Plaza and a special Memorial Day ceremony held in Umatac.

In local jiu-jitsu news, black belt world champion Nivaldo Lima is on island teaching at Guahan Top Team. The Brazilian has 10 years experience under his belt and will definitely help improve the game of our local jiu-jitsu athletes.
Big John Calvo said, "Through a network of JiuJitsu and because of JiuJitsu I was able to meet Nivaldo. He is one of the top guys in the world right now. We have just been plateuing with training and we had an opportunity to bring out a real topnotch guy so we brought him out so the guys can drink water from the source. This guy is from Brazil he is a JiuJitsu purist he has never fought a day of mma in his life. I'm really glad to have him, the kids really are too in the last 6 weeks since he has been here the guys game are like black and white the way they were moving before was just top and bottom and now he has shown us the game is more circular and 3 dimensional than people think."
The two-time world champ is also a Brazilian National Champion as well as a Bronze Medalist in the Pan Ams. Nivaldo says he enjoys the island's people the weather and plans to make his mark in our local jiujitsu scene. "People here on Guam are the same like the people in Brazil because the people are close; the people in the states are colder because of a big city. I am living in Brazil same city like Guam, one island waves everything for me it's perfect. I love Guam I will be back," he said.

GVB not convinced of legitimacy of New7Wonders By John Davis Published May 22, 2009
Contrary to a release issued by New7Wonders of Nature global campaign blasting the Guam Visitors Bureau for not submitting documents that would put a popular dive spot on Guam in the running to be voted one of the planet's amazing natural feats, the Guam Visitors Bureau says the reason they let the issue die was they were concerned about the organization's legitimacy
Guam's Blue Hole has is a vertical limestone shaft that was formed millions of years ago, extending down 300 feet into the reef. This very popular dive site has now been suspended from being nominated as part of the New7Wonders of Nature Global Campaign. The release indicates the reason the dive spot has been suspended from the list is the Blue Hole does not have an Official Supporting Committee representing it and so has now been suspended as a result of this situation.
New7Wonders requested GVB general manager Gerry Perez on March 4 to complete paperwork, but never received the documentation. GVB deputy general manager Ernie Galito says at first, GVB was excited about the idea and possibility of nominating the Blue Hole as one of the wonders on this side of the world, but after some background checks the determined the New7Wonders were misrepresenting themselves.
"We thought that they were endorsed by the United Nations (the Heritage Committee) and we've come to find out that they really weren't...we were kind of suspect on the validity of the organization so that's why we just dropped out of it," Galito said. He also added that other countries like Egypt were upset at the organization as well for not including the Great Pyramids into the campaign.
On top of some of the world's real wonders being left out of the selection, Galito says GVB was even more suspicious of New7Wonders when the agency found out that governments could sway the outcome of the campaign by making contributions to the organization. "We didn't really like where governments could influence the voting by contributing cash in order to make sure that their site got placed further up on the Top 7 list," he shared.
Whether or not Guam's Blue Hole ever makes it to the top of any world wonders list, Micronesian Divers Association general manager Jim Miller says the Blue Hole off of the Orote Point is a SCUBA hotspot. He says anywhere from 50-150 tourists visit the dive spot everyday and Top 7 wonder or not, if you haven't seen it, you're missing out. "It gives spectacular views, you get down there to about 120' and look back up, the shape of the opening looking towards the surface looks like the map of Guam," he said.
"It's lined with sea fans towards the bottom you've got a ton of fish there," Miller continued, "everything from lobster to eels to swimming fish, butterfly fish, angel fish, etc."
